Abstract:The evaluation of curriculum objectives achievement is the starting point and an important component of the internal as? sessment system for teacher education talent cultivation in China, which is oriented towards outcomes - based education. It runs through the entire cycle of teacher education accreditation and teacher education talent cultivation, and it needs to be explored from the dual perspectives of the accreditation system and talent cultivation. The article points out that internalizing the external requirements of teacher education accreditation into the internal cultivation requirements for teacher education talents will help achieve the value trans? formation from an evaluation positioned on proof to an empowerment evaluation. On the path to constructing an empowerment evalua? tion, establishing a cultivation system centered on the professional competency standards of students forms the basis of empowerment e? valuation. Designing curriculum and instructional evaluation tasks oriented towards the development of students’ professional competen? cies, transforming evaluation into a vehicle for pedagogical research by teachers to enhance their professional level, and involving students in the evaluation process as a learning task are key entry points for implementing empowerment evaluation. Implementing em? powerment evaluation with an appropriate evaluative orientation constitutes the evaluation model.
