Abstract:The “Test Optional” talent selection policy in American universities has disrupted the traditional reliance on standard? ized exam scores for admission and has had a significant impact on improving the accessibility of public services in higher education. Based on the perspective of discontinuous equilibrium theory, it is possible to conduct a thorough analysis of the dynamic changes and mechanisms of core elements such as the policy landscape, policy field, and policy monopoly in policy change. The policy of “Test Op? tional” in American universities has undergone a series of developments, from its initial establishment to its current dominance. This has involved a reversal of the trend of breaking free from the constraints of standardized exam scores and the reshaping of the concept of admission decisions based on multiple evaluation criteria. From the perspective of motivational explanations, the shift in the focus of at? tention of university admission decision - makers, the significant impact of focal events, and changes in economic and social contexts have all played a role. In the context of the deepening comprehensive reform of the new college entrance examination, Chinese universi? ties can make breakthroughs in three aspects: deepening the comprehensive evaluation of the new college entrance examination, ensu? ring the autonomy of university education, and improving the transparency of the enrollment process.
