Abstract:The development of higher education in Indonesia has been challenged by both the external environment and internal contradictions, which have led to higher education reforms represented by the policy of“independent campus”, which has given univer? sities the autonomy to offer new curricular programs, standardized the accreditation system of higher education institutions, reduced the administrative requirements for the transformation of public universities into legal entities, and expanded the availability of diverse learning spaces both on and off campus. In the process of implementation, it is characterized by the coordination of multiple actors, the implementation strategy of phasing and projectization, the value orientation of cultivating critical thinking, and the evaluation mecha? nism of process evaluation. Based on the Edwardian model of policy implementation, the problems of this reform are analyzed. Insuffi? ciently clear and consistent communication affects the effectiveness of policy implementation; insufficient resource allocation mecha? nisms constrain the breadth and depth of reforms; there are varying degrees of conceptual conflict among policy implementers; and in? consistencies between organizational dimensions and policy goals may lead to new educational injustices. Examining the various challen? ges in the implementation of the “independent campus” policy can provide certain insights into the reform of higher education in China.
