Abstract:Policy implementation is the intermediate link between policy ideal and policy reality, and its effectiveness is related to the final success or failure of public policy. By using Smith’s policy implementation process model to analyze the factors affecting the implementation of the “Double High - Level Project” policy, it is found that: in the aspect of the policy itself, its inherent limitations lead to the weakening of the effectiveness of the policy implementation; In terms of implementing agencies, cooperation difficulties and poor performance slow down the policy implementation process; In terms of target group, cognitive bias, self - serving behavior and de? pendence on previous experience lead to implementation bias; In terms of policy environment, differences in economic development lev? els and imperfection of institutional mechanisms weaken the foundation of implementation. Therefore, we should strengthen the top - level design and perfect the policy system of “Double High - Level Project”. Improve the cognitive ability and enhance the participa? tion willingness of the target group; We will improve cooperation mechanisms and strengthen the government’s responsibility for ensu? ring the performance of its duties. We will improve the policy environment and create a sound policy implementation environment.
