By using Smith’s policy implementation process model to analyze the factors affecting the implementation of the “Double High - Level Project” policy, it is found that: in the aspect of the policy itself, its inherent limitations lead to the weakening of the effectiveness of the policy implementation; In terms of implementing agencies, cooperation difficulties and poor performance slow down the policy implementation process; In terms of target group, cognitive bias, self - serving behavior and de? pendence on previous experience lead to implementation bias; In terms of policy environment, differences in economic development lev? els and imperfection of institutional mechanisms weaken the foundation of implementation. Therefore, we should strengthen the top - level design and perfect the policy system of “Double High - Level Project”.
