Abstract:Developing professional degree postgraduate education is the direction and focus of the current postgraduate education reform. Policies are both guidance and means. Based on the perspective of policy tools,this paper selects 95 national professional de- gree postgraduate education policy documents from 1990 to 2020 as samples,and takes the three - dimensional analysis framework of policy tools,policy elements and policy time as the analysis framework to code and analyze the policy texts. The results show that the introduction of professional degree postgraduate education policy has obvious stage,the structure of policy tools is slightly unbalanced, the internal constituent elements of policy tools are unreasonable,and the fit consistency between policy tools and policy elements is not high. Therefore,when formulating China’s professional degree graduate education policy,we should ensure the continuity of the poli- cy,adjust the external structure of policy tools,optimize the internal structure of policy tools,improve the content of policy elements, and improve the fit between policy tools and policy elements.
