In recent years,the central government has issued a series of new policies on the reform of higher education in order to remove the institutional obstacles hindering the reform and development of higher education and activate the vitality of colleges and uni- versities to run schools independently in accordance with the law. This paper takes 153 reform policies of higher education decentraliza- tion,regulation and service issued by the central government of China from 2015 to 2021 as the research object,and analyzes the typi- cal characteristics of policies from the five variables of policy quantity,policy theme,policy issuing agency,policy category and policy effectiveness and their relationship. The research shows that the central government has a strong and stable policy supply with annual imbalance,and the policy themes are constantly enriched and improved,forming a policy making model under the leadership of the CPC Central Committee and The State Council and coordinated promotion of multiple departments. Opinions,plans and methods are the most widely applied policy categories with high policy effectiveness.
