The holistic governance of strategic planning can be viewed through the static structure dimension and the dynamic process from connotation conception to implementation. Based on the embedded multi - case study of the strategic planning texts of 20 first - class universities,it is found that the holistic governance mechanism of strategic planning has an action structure of strategic ad- aptation,goal establishment,strategic integration,and strategic implementation. Actions and optimization of the internal control system are important functions of its action structure. Facing the goal of modernization of university governance,the future strategic planning governance system must be further strengthened in terms of cultural construction,system governance,balance order and vitality.
