HSE University insists token openness and comprehensiveness in its internationalisation by advocating the modernization of institutional structure and talent introduction,by making simultaneous investment in both infrastructure and humanistic environment construction,by maintaining a coordination mechanism for the“compatibility”of software and hardware,by proposing the innovations in standards and regulations,and by encouraging multi - directional and multi - dimensional international cooperation. Meanwhile,this type of practical pattern with innovations can effectively eliminate the existing institutional problems with which the reform of the tradi- tional Russian higher education system is faced and could further promote its approach to amore advanced international system. This pa- per analyzes the specific practical measures,draws on part of the available experience,aiming to provide inspiration for China’s higher education export and opening to the outside world.
