Abstract:The cooperation between China and Serbia in higher education is an important part of deepening the“17 plus 1”coop- eration mechanism and jointly building the high - quality development of the Belt and Road. Based on the qualitative analysis of the four dimensions of the advantages,disadvantages,opportunities and threats of China and Serbia in promoting the Belt and Road higher education cooperation. Based on the SWOT model,the SWOT - CLPV method is then used to summarize its effects. Based on the ef- fective use of the advantages and opportunities of China and Serbia,and the principle of maximizing win - win cooperation,the policy lever function of strengthening political advantages and mechanism design is proposed to promote resource sharing and model innovation to help break traditional condition dependence,and to grasp the characteristic fields and functions. The key areas of cooperation for transformation,and countermeasures and suggestions to avoid identity imbalance and potential risks in order to achieve sustainable de- velopment of cooperation.
