Abstract:In recent years,there is a lack of internal governance detailed rules and vague legal responsibility in the governance of sexual harassment in Chinese universities. It is difficult to achieve the fundamental governance effect from the mechanism focusing on the teachers’ethics and the punishment after the event. The governance path of idealized rule of law cannot be realized in a short time. This paper,based on the real possibility of existing governance resources,governs sexual harassment in universities from the two paths of integrated optimization of internal governance and strengthening legal responsibility at the same time,establishesthe internal govern- ance mechanism that focuses on the protection of the rights and interests of injured parties and the prevention education of sexual har- assment from top to bottom,and clarifies the legal responsibilities and obligations of judicial organs,educational departments and indi- viduals in sexual harassment. Thus,the possibility of sexual assault in universities is compressed to the minimum range.
