The“pre - qualification admissions policy”that admits new students into universities based on their estimated scores is a distinctive characteristic of the British higher education system. However,with the educational development in the UK,this policy has also posed various problems,thus reform is imperative. The article analyzes the main background,policy formation,main reform measures and characteristics of the university admissions policy reform that is being implemented in the UK,with the aim of providing some inspiration and guidance for the reform of the university admissions policy in China.
