Abstract:High - level talents are the cornerstone of the academic research building in colleges and universities. The loss of high - level talents will have a huge negative impact on the development of scientific research in colleges and universities. In order to scien- tifically prevent the loss of high - level talents,taking M university as an example and the high - level talents of M University as the re- search objects,DPSIR - AHP combined method was used to identify and measure the risk of high - level talents loss. Firstly,the DP- SIR system structure model is constructed to identify the risk of high - level brain drain. Secondly,the study collected related original data through questionnaire and interview,using the AHP analytic hierarchy process to measure the impact intensity of each risk on high - level brain drain. The study found that high - level brain drain has the strongest connection with the second - level index university talent policy,the stronger connection with the government talent policy,the weaker connection with the market,and the weakest con- nection with their own capabilities. Among them,the third - level index talent assessment and talent evaluation,incentive guarantees, talent training and development,talent selection,and talent supply - demand matching have successively reduced impacts on high - level talent loss,but they all rank among the top five in all indicators. Finally,a high - level brain drain risk prevention and control mechanism is constructed,which intends to provide theoretical support and practical guidance for M University to scientifically and ef- fectively prevent and control high - level brain drain.
