China’s college think tanks display different value characteristics in the generation,operation,and development mecha- nism,which have an impact on their national service strategy and economic and social development. Under the“One Belt One Road” initiative,they have a close relationship with China’s foreign development. Based on the weakness in the cultivation and supply of “high - end”talents,the lack of practical influence in promoting the transformation of scientific and technological achievements,the lack of effective operating mechanisms and the existence of weight quantity and light quality phenomenon,they need to strengthen con- struction to help talent cultivation,to promote scientific and technological achievements transformation,to innovative operating mecha- nisms and cultural service capabilities.
