Abstract:The reform of teacher promotion policy at the University of Illinois at Urbana Champaign has obvious mirror political col- r. Based on the field survey of the reform of the promotion policy of teachers in this world - class university,the effect of the imple- entation of the policy in the past ten years was investigated. Although the mirror like teacher evaluation policy can give universities nd their grass - roots academic organizations more freedom and flexibility,and has the effect of protecting the traditional autonomy of niversities,it is basically formalized and relatively ineffective. In order to avoid the negative effects brought by the mirror image of olicy,Chinese universities need to adhere to the top - down and bottom - up two - way problem confirmation and agenda setting when rmulating the teacher employment policy,to achieve the reasonable direction and accurate matching of policy objectives and means, nd to increase the information publicity and substantive effect of policy legalization.
