The transformation of our country’s higher education policy has obvious era characteristics. Facing the opportunities and hallenges of higher education in the future development,ways of higher education informatization construction carry blood transfusions om policy put the informatization on the commanding heights of the higher education reform and development. People should continu- usly optimize the development breadth and depth of higher education informatization,actively respond to extremely high information de- ands about the development environment from university education management staff,teachers and students in colleges. At present, udies on higher education informatization policy change from current domestic and foreign academic circles are rare,the development me is short,reference documents are not enough. Thus,this paper attempts to review the existing literature from the perspectives of do- estic and foreign scholars on studies of policy change theory,education policy,higher education policy and higher education informati- ation policy.
