The modernity of quality assurance is an attribute of higher education in the process of modernization,which originates from the transformation of higher education from“tradition”to“modernity”and from“the eastward transmission of western sciences” to“localization”. The higher education quality assurance has two sides,and its limitation are reflected in four dimensions,such as“u- niversal principle,instrumental rationality,time - space concept and subject spirit”,which are mainly reflected in the“structured” problem of its own system. In order to break through such limitations,the concept,strategy,subject,process and result initiative of the quality assurance in higher education should be given full play to ensure the release of its function.
