At present,the number of local colleges and universities has taken up more than 90% of the total number of colleges and universities in China,and it has become a new position in scientific research and technological innovation in China. In recent years,their innovation ability has been rising,and a large number of scientific research achievements have emerged,but the achieve- ment conversion rate is too low. Besides,its contribution to regional economic and local development is also limited. This paper not on- ly analyses the current problems and probes into the main factors that restrict the transformation of scientific research achievements,and also puts forward how to continuously improve the transformation rate and further develops the value of scientific research achievements from such perspectives as policy orientation,scientific research evaluation system,intellectual property management and talent con- struction of professional institutions.
