Since the implementation of the education policy for students with public education,great achievements have been made,but many problems have been found in its implementation,which is manifested in the lack of scientific behaviors of the policy implementing subjects and the existence of certain loopholes in policy design. The employment model can not motivate the state - fi- nanced students to serve rural schools,and the selection mechanism of the students is not perfect. It is necessary to change in the work- ing methods and attitudes of policy implementers,further strengthen the macro - design of the government,improve the employment mode of public education students,encourage them to find employment in rural schools,improve the enrollment mode of public educa- tion students,and innovate the mechanism of advancement and retreat.
