With the guidance of the three - helix theory,the three DEA models of project,project - to - project and personnel fun- ding are constructed,and the performance analysis is conducted of social science research in 46 undergraduate colleges in Jiangsu Prov- ince. The research shows that the current policy of scientific research management and the investment of most colleges and universities are active and effective. Key universities should further increase their investment in scientific research,the other universities should further strengthen the construction of scientific research teams and focus on the direction of disciplines. Colleges and universities with low efficiency values can find out the shortcomings that affect performance values and take effective measures to improve their efficien- cy.
