Abstract:China's undergraduate teaching evaluation policy has experienced four stages: exploration and establishment,debugging and improvement,comprehensive implementation and stability,transformation and deepened implementation. Based on the analysis of the undergraduate teaching evaluation policy under the framework of advocacy coalition,it is found that the government - led alliance, through the policy - oriented learning and the influence of external conflicts,tends to the situation of public collaborative governance in its policy propositions and strategic assumptions. If the two leagues,respectively dominated by colleges and universities and by the so- cial coalition,want to shift and change the dominance in the competition among alliances,then there are three most important cruxes to be solved,i. e. to enhance the willingness in consultation with the government - led league,to break through the resistance of policy - oriented learning,to form a public opinion atmosphere of social co - construction and governance,and to improve the independence and professionalism of third - party intermediary education evaluation organizations.
