The report of the 19th Session of National Congress of the Communist Party of China has refered to the new era 36 times in all and emphasized the building of a socialist country under the rule of law once again. It also pointed that China has entered a new era of comprehensive implementation of rule by law. Only through strengthening the cultivation of the concept of the rule by law,can the law on document become the law in action,and then the law - ruled society can be truly realized. The law is not only a norm of be- haviors guaranteed by the state’s coercive force,but also a kind of ideology. The concept of the rule by law has a high degree of ideol- ogy. General Secretary Xi Jin - ping has emphasized the extreme importance of cyber ideology security more than once. The new media era has ignited the hot spots,on which the whole country has made comments. And the hot spots in the new media era are very easy to become an ideology in spreading and discussing. And the cyber ideology security of China has also been affected by the public accept- ance of the socialist road with Chinese characteristics. Thus,the cultivation of the concept of rule by law among undergraduates is an important part. Although law - related education in colleges has made brilliant achievements,it also has many shortcomings worth our rethinking. Therefore,the breeding of the concept of the rule by law should be based on the comprehensive propelling of the moderniza- tion of the educational management system and the educational management ability,then realizing the access mechanism and the regu- lar training mechanism. Meanwhile,college students“rule by law”concept should be cultivated from the perspective of the cyber ide- ology security,combining it with law - ruled education of adolescents.
