The transformation of local universities is a major redifferentiation and readjustment of academic function and education function,accompanied by the transformation and reconstruction of the vocational ideology and career form of teachers,from the match with low levels of academic higher education form to match of the high levels of applied higher education form. In order to speed up the transformation of teachers in local universities and ensure the quality of the transition,local universities should improve the system of employment and access requirements,strengthen the teacher training system,establish a system of teachers’transfer and re -training, and promote diversified evaluation system.
