The supply -side higher education reform is to change the developing way of universities,and it is also the key to crack such problems as high education structural imbalance,unsuitable system,low efficiency of financial investment and so on. The mecha- nism of equal dialogue and cooperation between government,universities and markets should be established on the conditon that the roles,priviledges and responsibilities of the supply subjects and the demand subjects are determined.
