University governance is the practice of innovation and important concept of university reform and development. Govern- ance ability is the important precondition and basic guarantee to test the effectiveness of university governance. And governance capaci- ty modernization is the development of the times ,which requires the governance of colleges and universities should take the initiative to adjust and upgrade ability. The ability of system innovation,the ability to execute university by laws,the ability to integrate interests, the ability to mobilize participation,and the ability to negotiate governance are the five basic capabilities that universities should pos- sess in internal and external governance. In order to realize and improve these capabilities,we need to explore the development path in terms of governance structure,administrative management,governance structure and governance effectiveness.
