The transformation and development of local undergraduate universities can not be separated from the support and guid- ance of external conditions such as government resources and policies,and it is indispensable for universities to identify and explore their own transition development. Theory and practice have proved that relying solely on internal or external forces is difficult to achieve a smooth transition. Straighten out the relationship between government and colleges ,and realize the combination of administrative drive and independent reform,fully mobilize the enthusiasm of the transformation and development of colleges and universities,supple- mented by the accurate supply of government on demand is the only way to achieve orderly transformation.
